Strange fish like shell found on Sea shore of Kuwait

When few labor during the excavation near the Sea shore, i found a strange fish like flat shaped organisms.
It's body and materials is very related to sea shell but it's not. I found it in a pair may be male and female.

I believe that it's a fish since it has two holes in  middle and near the tail which could be for respiration. These organisms had some smooth structure on their body and one is pearl white color and another one is yellowish more structured surface as you can see in the photos.

Since there is slight difference between them could be male and female. If anybody know this sea organism let me know to give it  a name.
